Gamble Proposes 2 Percent University of Alaska Tuition Hike

FAIRBANKS ? University of Alaska President Pat Gamble is proposing a 2 percent tuition increase for the 2013-14 school year, a hike that would raise yearly undergraduate tuition costs to nearly $5,600 a year.

Gamble proposed the tuition plan Thursday for students at the 16 UA campuses. It will go before the UA Board of Regents for consideration in September.

If approved, the tuition hike would be the lowest increase in more than a decade. Regents approved a 7 percent increase for undergraduates for the upcoming 2012-13 school year, along with a 3 percent increase for graduate students.

For a student taking a typical 15-credit course load each semester, divided equally between upper- and lower-division classes, Gamble?s proposal would mean a yearly $5,580 tuition bill in 2013-14. A graduate student taking nine credits a semester would pay $7,038.

Tuition currently makes up about 12 percent of the total UA budget, and Gamble warned that adjustments will need to be made elsewhere to offset a lower-than-normal tuition hike.

?There is no free lunch,? Gamble said in a statement. ?When we squeeze this balloon, it expands the dollar shortfall to be made up elsewhere in our system.?

UA Associate Vice President Saichi Oba said the system?s overall expenses are climbing at an annual rate of 3 percent to 5 percent a year, mostly a result of inflation, personnel costs and higher energy costs. He said UA will work to find additional money by controlling costs, and that no plan to ask for additional funds from the Legislature has been discussed.

Oba said Gamble made a point of limiting tuition costs in his proposal after a decade of ?fairly aggressive? increases. Tuition rates have roughly doubled at UA in the past decade.

?This is something he?s always had his eye on, in terms of how we can reduce an increase to students,? he said.

Even after a decade of steady increases, UA remains competitive with its counterparts both regionally and nationally, Oba said.

The UA system is currently ranked 10th among 15 Western states among tuition costs at four-year public universities, with Alaska students paying about $1,500 less than the average yearly bill for the region. The national average is higher, at $8,200 per year in tuition.

New California budget crafted to influence voters

SACRAMENTO, Calif. (AP) ? Gov. Jerry Brown and Democratic lawmakers have long warned of dire consequences if California voters reject a proposed tax hike on the November ballot. In adopting a $91.3 state billion budget, they made it clear it wasn't a hollow threat.

Lawmakers approved and the governor signed $6 billion in automatic cuts late Wednesday that will go into effect if the initiative fails. Distasteful provisions added in the final days of negotiations authorized shorter school years, less money for local police, and possible fee increases at the University of California and California State University systems.

"These trigger cuts are real," said Sen. Ted Lieu, D-Torrance. "They will be catastrophic if the governor's initiative does not pass in November."

To make sure voters are paying attention, lawmakers also passed a separate measure that will likely give Brown's initiative top billing on the crowded fall ballot.

The governor and lawmakers said the bulk of cuts will have to fall on public schools and universities because education accounts for more than half of state spending. The reduction could further harm the troubled education system that's responsible for more than 6 million students in nearly 10,000 schools.

Under the plan, school districts could reduce the public school year from 175 days to 160 for two years, tying California with Colorado for the shortest school year in the nation. California previously reduced the minimum from 180 days ? the national average ? in response to financial strains.

Brown said his tax proposal is fair and temporary.

"Our state budget problem was built up over a decade, and it won't be fixed overnight," " he said in a statement announcing he had signed the budget. "These temporary increases will ensure funding for our schools until the economy improves."

Brown, a Democrat, estimated the tax initiative will raise $8.5 billion in the new fiscal year starting July 1 by increasing the sales tax by a quarter cent to 7.5 percent for four years, and boosting the income tax on individuals who make more than $250,000 a year for seven years.

A recent Field Poll found California voters divided on Brown's initiative, with 52 percent in favor and 35 percent opposed.

Republicans blasted the way Democrats crafted the budget.

"It's a disgrace that Democrats are playing politics with the budget to sweeten the appeal for ill-fated taxes at the ballot box," Assembly Republican Leader Connie Conway of Tulare said after Democrats passed the budget package on a majority vote.

State Sen. Anthony Canella, R-Ceres, said it's curious that K-12 education stands to be cut about $5.4 billion when state revenue is up compared to last year. He questioned whether labor rules will force school districts to keep paying teachers' salaries even if students log less days.

"Maybe you'll let the kids out of school but the teachers will still be employed and in addition to that, they'll get their full retirement for the year," Canella said.

In approving the budget with a majority vote, Democrats decided to give public universities additional funding if tuition is not raised next year and voters approve Brown's tax initiative. UC administrators supported the plan and said they would back off a proposal to increase tuition 6 percent this fall.

"We do think that it's a positive step toward bringing stability to funding for the University of California," said UC spokeswoman Dianne Klein. But "it's going to take some extraordinary measures to balance our budget without a fee increase."

If voters reject the tax measure, the UC and CSU systems each face a $250 million cut, which would resurrect the possibility of a midyear tuition hike.

CSU's board of trustees has already approved raising tuition at the 23-campus system by 9 percent this fall, or $498, bringing the annual bill to $5,970 for in-state students. It remained unclear Thursday whether the university would rescind that increase.

Also included on the list of automatic cuts is a $20 million cut in grants to city police departments. In addition, the state Justice Department's law enforcement program would lose $1 million.

The Brown administration has defended state spending, saying general fund expenditures are down 11.3 percent since the peak of $103 billion in 2007-08. As a share of the state economy, general fund spending is at its lowest level since 1973, the budget states.

But add in bond spending, other sources of revenue and federal funding, and the state's total spending is the highest it has ever been. For the new budget, total state spending is at $225 billion.

Republicans noted that's an increase of 7 percent from last year.

Part of that growth is due to the federal stimulus act. The federal government handed states more money for education, infrastructure and other needs in an effort to counteract the recession, however the funding is expected to wind down.

(AP) ? President Barack Obama's health care overhaul is on the way to its ultimate jury: the families, doctors, business people and state officials who'll have to grapple with the confusing details while striving to fulfill its promise.

With the Supreme Court hurdle cleared, open enrollment for millions now uninsured is scheduled to begin in just 16 months, in October 2013. Much of the health care industry is ready. People who do have insurance won't have to worry about the loss of popular new benefits, such as coverage for young adult children or improvements to Medicare's prescription plan.

And, starting in 2014, insurance companies will no longer be able to turn away people with a history of medical problems, or charge them more.

But carrying out the law will be a mad scramble for states, especially Republican-led ones where officials had hoped this day wouldn't come. And the court added a new complication by giving individual states more leeway to turn down the law's expansion of Medicaid, expected to provide coverage to about 16 million uninsured people.

After the ruling, chances of repealing the entire law appear much slimmer for Republicans, although they will again make it an election rallying cry. However, a targeted repeal strategy aimed at individual components of the law including cost controls, taxes and spending cuts, may still work.

At the White House, Obama repeated his promise that the Affordable Care Act will both deliver health insurance and help get a handle on growing costs. But the glow of victory may be brief. Even some supporters of the law candidly admit it's only a first installment ? a way to get most of the population covered before tackling costs forcefully. Wrenching choices about Medicare and Medicaid cuts could come as early as next year.

Thursday's decision moves the United States closer to other economically advanced countries that for years have guaranteed health insurance to their citizens.

The law's controversial mandate that individuals have health insurance or pay a fee ? upheld by the court on Thursday ? will affect relatively few people, because more than eight in 10 Americans already have coverage. But employers with 50 or more workers will face fines if they don't provide insurance for employees.

The law is expected to extend coverage to about 30 million of the estimated 50 million uninsured. Illegal immigrants will represent a large share of those still without coverage, but 90 percent of citizens and legal residents will have insurance.

The focus now quickly shifts from Washington to the states.

While health insurers, big hospitals and major employers have spent the last two years planning and carrying out the law, states are all over the lot.

Although they are expected to play a crucial role in delivering insurance to their residents, only 14 states, plus Washington D.C., have actually adopted a plan for doing so. Hoping the law would be overturned, Republican governors and legislatures have resisted setting up new insurance markets that are a linchpin of the legislation, and that could turn into a problem for the whole country.

The National Association of Insurance Commissioners expects only about half the states to be ready to set up new health insurance markets, slated to open for business on Jan. 1, 2014.

If states aren't ready, the law calls for Washington to step in and run things. Health and Human Services Secretary Kathleen Sebelius says the feds are ready to do that.

State plans for the markets ? called exchanges ? are due to the federal government this fall. Washington will run the exchanges in states that lag behind. The new Internet-based markets are supposed to provide one-stop shopping for health insurance, steering middle-class households to private plans and low-income people to an expanded version of Medicaid, the federal-state program for the poor and disabled.

But the court added a new wrinkle, ruling that states cannot be threatened with the loss of their entire Medicaid allotments if they refuse to carry out the expansion, which is geared largely to helping uninsured low-income adults. Under the law, the federal government will pick up all of the cost for the first three years, eventually dropping to a 90 percent share.

Matt Salo, head of the National Association of Medicaid Directors, said it's too early to tell what states will do.

"This opens up what was a mandate into a state option, and states are going to have to think very, very carefully as they weigh all the political, policy and fiscal ramifications of the decision," Salo said.

States that turn down the money will still be stuck with the cost of treating uninsured patients in hospital emergency rooms. States that accept the money may be on the hook if Washington later decides to reduce the generous federal matching funds for the expansion.

"What this really means is the decisions are going to be made after the elections this year," said Wisconsin's health secretary, Dennis G. Smith, whose state has not moved to put the law in place. "This is going to go back to Congress. We had always thought (the law) was unworkable, and today's ruling proves the point even more."

Administration officials predict states will participate, even if some take time to decide. They point out it took three or four years for all states to join the original Medicaid program.

Aside from help for low-income and uninsured people, the Supreme Court decision also means an expanded safety net for all Americans. Starting in 2014, insurance companies will not be able to deny coverage for medical reasons, nor can they charge more to people with health problems. Those protections, now standard in most big-employer plans, will be available to all, including people who get laid off, or leave a corporate job to launch their own small business.

Seniors stand to receive better Medicare coverage for those with high prescription costs, and no copayments for preventive care. But hospitals, nursing homes, and many other service providers may struggle once the Medicare cuts used to finance the law really start to bite.

The health insurance industry's top lobbyist said the ruling relieved one big concern for insurers ? that the mandate would be struck down, allowing people to buy coverage literally on the way to the hospital. But the companies are still worried about costs.

"Without universal participation you have no incentive to purchase coverage until you are sick, and that is not an insurance system," said Karen Ignagni, president of America's Health Insurance Plans. "Now it's time to turn all the attention toward affordability." The industry continues to fight taxes and other requirements in the law.

In contrast to the states, the nation's vast health care industry is better prepared. When the law passed in 2010, insurers, hospitals and major employers immediately went to work to carry it out. Some of the changes in the law were already being demanded by employers trying to get better health insurance value.

"The factors driving health care reform are not new, and they are not going to go away," said Dr. Toby Cosgrove, CEO of the Cleveland Clinic. "We know we have to take costs out of the system and improve quality."

The Iowa High School Athletic Association has announced the Class 1A and 2A District and Substate pairings. In Class 1A Holy Trinity Catholic will play at Danville on July 7th at 7 p.m. The winner plays Lone Tree at Danville on July 10th. Other July 10th games has West Burlington playing Notre Dame at Danville at 5p.m. New London plays Lisbon at Highland at 5 p.m. and IMS plays at Highland against the Huskies at 7 p.m. District semi finals will be July 12th and the Finals will be July 14th at Washington, substate will be played at a site to be determined July 17th.
Class 2A District play begins July 7th with L&M playing WMU/WACO at Wapello at 5 p.m. Central Lee plays Columbus Community in the 7 p.m. there that night. The 5 p.m. winner advances on to play Mediapolis on July 10th at 5 p.m. The 7 p.m. winner advances onto play the host school Wapello at 7 p.m. July 10th. Those winners go onto the District Championship game at Wapello 7 p.m. on July 14th. The Substate is July 17th at Mt. Pleasant, game time is 7 p.m.

The Mt. Pleasant Park and Rec Department has several programs to sign up for. A sports camp will be held July 2nd thru the 6th, 9:30-10:30 a.m. for K-2. Grades 3 thru 5 have camp 11-12. It will be held at the East Lake Soccer complex, team building in a variety of sports will be taught, cost is $20 for residents and $25 for non residents.
Youth soccer camp will be held July 23rd thru 27th for grades 1st thru 8th. Camp runs from 5:30-6:30 p.m. and costs $20 for residents and $25 for non residents.
Little Artist camp will be July 19th thru August 9th on Thursdays from 9-9:45 a.m. for ages 3-5 and 10-10:45 a.m. for ages 6-10. Camp will be held at the Civic Center Meeting room. Studies suggest premiums in the individual health insurance market would jump by 10 percent to 30 percent.

Experts debate whether or not that would trigger the collapse of the market for individuals and small businesses, or just make coverage even harder to afford than it is now. In any event, there would be risks to the health care system. Fewer people would sign up for coverage.

The insurance mandate was primarily a means to an end, a way to create a big pool of customers and allow premiums to remain affordable. Justin Bieber Shows 'Romantic' Side On 'Today' Show, Fans Rave

Thousands of Justin Bieber fans waited out in the rain, cold, heat and sun for days prior to his "Today" show appearance on Friday (June 15) to catch a glimpse of the singer. And when Bieber finally took the stage during the morning show, he didn't disappoint.

"The performance was amazing," Lacey told MTV News. "We saw his face — his actual personal face.

"His new album is definitely his best. He sounds more mature," she said, before adding that a true Belieber is "someone who would be willing to drive four hours after working an eight-hour shift to catch a mere glimpse of him."

Bieber not only dazzled the crowd with older hits like "Baby" and new cuts off his June 19 release, he also brought rapper Big Sean out to the stage to add a little edge to their new song "As Long as You Love Me."

But that surprise guest was only one of the many moments that had fans swooning. Julieta said, "My favorite part of the concert was when he sang 'Die in Your Arms,' because he just showed the romantic side of him."

While Julieta liked the set most when Bieber kicked it new school, another fan, Kim, enjoyed hearing Bieber pull out one of his My World standards. "I really liked when he sang 'Baby' because it just kind of brought back old times," she said. "And it was cool: My favorite song is 'All Around the World' cause it's really upbeat and catchy."

Bieber drops his new album, Believe, on Tuesday. He's also set to hit the road for a tour later this year. And if the TV performance was any indication of what the tour will be like, his fans should be stoked.

"He was jumping up and down and he was dancing," Grace said of Friday's set. "And it just made the crowd more excited."

Andrew Gallagher at Cornell University in Ithaca, New York, wrote the algorithm while working at photography firm Kodak. By mimicking the way a human solves jigsaws, it beat last year's record of 3300 pieces. The algorithm can even solve multiple puzzles at the same time, where the pieces have been mixed up together.

Unlike other software that only analyses the edges of the pieces, Gallagher's looks at how colour patterns spread across many pieces. For example, if one piece becomes progressively lighter from left to right, it is likely that the piece nestles between a lighter piece on the left and a darker one on the right.

The algorithm only works on jigsaws with square pieces, which are harder to solve because the shape offers no clues. The algorithm calculates a score for each pair, stores the best matches, and uses these to assemble the whole puzzle.

It starts with the two pieces that match best, then the next two and so on, but crucially these matches don't have to be adjacent, allowing the algorithm to work on multiple parts of the puzzle at once. Previous methods worked only on a single part, making it harder to spot when it is going wrong. The system will be presented at the computer vision and pattern recognition conference in Providence, Rhode Island, later this month.

Shredder challenge

In addition to solving puzzles, Gallagher also used elements of his algorithm to enter last year's DARPA Shredder Challenge, in which participants had to piece together a series of shredded documents . Gallagher's attempt came in at 17 overall ? he says because the puzzle pieces in the challenge were digital images of shredded documents made it harder for the algorithm, as the jagged edges did not line up perfectly and some pieces were missing.

Ohad Ben-Shahar, a computer scientist at Ben-Gurion University in Beer-Sheva, Israel, whose team holds the previous puzzle-solving record, says that Gallagher's algorithm is impressive because it can handle puzzles in which the orientation of the pieces is unknown, a more challenging problem.

In terms of performance, Ben-Shahar says their algorithm can match Gallagher's, although they haven't yet published the results, but both algorithms could probably be improved. "With little effort, the time to solution could drop significantly below a day."
