(AP) ? A big loss in Europe dragged down General Motors' second-quarter profit.

The automaker's net income from April through June fell 41 percent to $1.5 billion, $1 billion less than the same quarter a year earlier, GM said on Thursday.

A $361 million loss in Europe, coupled with $19 million of red ink in South America, pulled down strong performances in North America and Asia. In last year's second quarter, GM made $102 million in Europe before taxes.

European nations are struggling to contain a debt crisis, weak economies and high unemployment, which have sapped car buying in the region.

Even North America, GM's profit center, showed weakness. Pretax profit fell almost 13 percent to about $2 billion. International operations, which include China, saw pretax earnings fall 3 percent to a $557 million.

Overall revenue slipped 5 percent to $37.6 billion.

The company's overall profit was better than Wall Street expected. GM earned 90 cents per share, compared with 75 cents forecast by analysts.

Shares rose 9 cents to $ 19.75 in early trading Thursday.

Chief Financial Officer Dan Ammann wouldn't predict when GM would make money again in Europe, saying it was largely dependent on the broader regional economy.

"We don't know exactly how that's going to unfold," he said.

GM is restructuring in Europe and has an array of new vehicles coming out this year and next around the globe. Ammann said that's reason for optimism.

"That makes us feel good about the general prospects for the business going forward," he said.

Still, the company predicted that its third-quarter North American pretax profit is likely to be below second-quarter results.

GM's European sales, which include mainly the Opel and Vauxhall brands, fell 7 percent to 454,000 vehicles during the quarter as several countries went into recession and government debt problems scared away buyers. But Ammann said GM was able to keep its prices relatively steady as people paid more for new models, offsetting discounts on older models.

Earlier this month GM replaced its European CEO and added three outsiders to its management team there, including two from Volkswagen, the region's top automaker.

In North America, Ammann said he wasn't worried about the slip in pretax profits. During the quarter, the company shifted its salaried pension plan to an insurance company annuity, and that cut pension income by about $200 million. GM also cut truck production during the quarter as it readied for all-new models in 2013, and that affected income, Ammann said.

WellCare 2Q profit drops 33 pct, outlook rises

TAMPA, Fla. (AP) ? WellCare Health Plans Inc.'s second-quarter earnings dropped 33 percent compared with last year's quarter, when the Medicaid and Medicare Advantage insurer recorded a big gain because of lower-than-expected leftover claims.

The Tampa, Fla., company's performance topped analyst expectations, and it raised its 2012 earnings forecast.

WellCare said Friday that it earned $46.4 million, or $1.06 per share, in the three months that ended June 30. That compares with earnings of $69.6 million, or $1.61 per share, in last year's quarter. Stripping out one-time items, the insurer reported adjusted earnings of $1.24 per share.

Revenue climbed 22 percent to $1.81 billion.

Analysts surveyed by FactSet expected, on average, earnings of $1.21 per share on $1.79 billion in revenue.

Company shares dropped 9 percent, or $5.59, to $56.79 in afternoon trading.

WellCare provides managed care for the government-sponsored health plans of Medicare, which covers the elderly and disabled, and Medicaid, which focuses on the needy and disabled people. Medicare Advantage plans are privately run, subsidized versions of Medicare.

The insurer said it recorded a pre-tax gain of $67 million in last year's quarter because leftover claims came in lower than expected, which allowed it to release money it held in reserve. In contrast, the company recorded a hit of $7 million this year because those leftover claims came in higher than expected.

WellCare's medical benefits, its largest expense, climbed 29 percent to $1.55 billion in this year's second quarter. The insurer said expenses rose in part due to its Kentucky Medicaid program, which it launched last November.

WellCare's total membership, which counts Medicare prescription drug plan customers, climbed 7 percent to nearly 2.6 million people.

The insurer now expects 2012 adjusted earnings to range between about $5.25 and $5.45 per share, up from its previous forecast of $5.20 to $5.40 per share. It also forecasts revenue of about $7.1 billion.

Analysts forecast, on average, earnings of $5.42 per share on $7.21 billion in revenue.

Caffeine May Help Treat Parkinson's Disease

WEDNESDAY, Aug. 1 (HealthDay News) -- Caffeine has previously been linked to a lower risk of developing Parkinson's disease, but now new research says the ubiquitous stimulant may also help treat disease symptoms.

In a small study of 61 people with Parkinson's disease, Canadian researchers found that giving the caffeine equivalent of about three cups of coffee per day improved motor symptoms, such as slow movement and stiffness. Interestingly, caffeine didn't significantly improve daytime sleepiness, a common symptom in Parkinson's disease.

"Caffeine treats Parkinson's disease," said the study's lead author, Dr. Ronald Postuma, an associate professor in the department of neurology at McGill University in Montreal.

"There was a modest effect on sleepiness that didn't reach statistical significance, but I think it was clear that it helps patients," he said. "Where we saw the most potential benefit from caffeine was on motor aspects and symptoms. People felt better and were more energetic. You could see on the exam that they were better."

Parkinson's disease is a degenerative disorder that causes shaking, stiffness, slow movements and difficulty with balance. More than one million Americans have Parkinson's disease, and more than 50,000 people are diagnosed with the disease each year, according to the National Parkinson Foundation.

In the current study, published in the Aug. 1 online edition of the journal Neurology, half of the group of Parkinson's patients was randomly assigned to receive caffeine treatment, while the other half received an inactive placebo.

To be included in the study, the volunteers had to consume less than 200 milligrams (mg) of caffeine daily -- about two cups of coffee -- and they couldn't have any heart rhythm problems, uncontrolled high blood pressure, or an active ulcer.

For the first three weeks of the study, those receiving caffeine were given 100 mg of caffeine twice daily -- once when they got up and again at lunchtime.

During the second three weeks, the dose was increased to 200 mg twice daily.

Using a test called the Epworth Sleepiness Scale score, the researchers found that while there was a reduction in this score for those treated with caffeine, indicating less daytime sleepiness, that decrease didn't reach statistical significance. Still, Postuma said he believed that caffeine did help improve the level of daytime sleepiness, and that with a bigger study group, a benefit would likely become clearer.

Motor symptoms were judged using the Unified Parkinson's Disease Rating Scale score. There was a modest overall improvement of 5 points in this score.

In addition, there were improvements in the speed of movement and the amount of stiffness in the treatment group versus the placebo group.

"[This study] is important even though it failed to reveal a benefit for caffeine in improving sleepiness in Parkinson's disease. Interestingly, it did reveal a clinically significant potential motor benefit," said Dr. Michael Okun, national medical director of the National Parkinson Foundation. "It will be interesting to see if these findings hold up, and caffeine becomes a treatment approach in Parkinson disease," he added.

Postuma said the mechanism behind coffee's effect on Parkinson's symptoms isn't yet known, but it's believed to block receptors of a substance called A2A adenosine that may play a role in some Parkinson's symptoms. Two new drugs that block A2A adenosine receptors and work in a very similar manner to caffeine are currently in development, he said.

"Their results are almost the same as what we're getting. They may be making and selling expensive caffeine," Postuma said.

"One interesting aspect about the actions of caffeine in Parkinson's disease is that they are thought to be mediated through blocking the A2A adenosine brain receptor. There are several drugs in Parkinson's trials that have similar mechanisms of action, and it would be interesting to perform head-to-head trials comparing caffeine to these drugs," Okun said.

Postuma would like to conduct larger trials on caffeine to see if the effects of the stimulant wear off over time.

The good news, he said, is that caffeine is "incredibly safe and well-tolerated."

So, "if you've been avoiding caffeine because you think it's bad, you can stop. If you're sleepy during the day, you can try it," Postuma said. People with heart rhythm problems, uncontrolled high blood pressure or active ulcers should talk with their doctors about whether they should have caffeine in their diet, however.

Home-brewed coffee tends to have less caffeine than what you get at a coffee shop, Postuma noted. Most people shouldn't go over 400 mg to 500 mg a day (about four to five cups), he advised. And, if you don't want caffeine to interrupt your sleep, try to have your last cup of coffee with lunch.

House Democrats lose bid to hike taxes on wealthy

WASHINGTON (AP) ? Democrats have lost a bid in the Republican-controlled House to increase taxes on high-income earners and on people who inherit million dollar-plus estates.

The Democratic plan, which was backed by President Barack Obama, fell to Republicans who insisted that a full package of Bush-era tax cuts be renewed when they expire at the end of the year. A vote on the Republican tax bill was expected later Wednesday.

The dueling votes on taxes were more about political messaging three months before Election Day than a genuine attempt to resolve the impasse over taxes.

The impasse threatens a fiscal stalemate that could result in higher payroll deductions for every worker starting in January. Tax cuts and a move to avert painful across-the-board spending cuts will top Congress' agenda after the elections.

(AP) ? Mitt Romney is attacking President Barack Obama's support for the auto industry bailout in a new television ad.

The Republican presidential candidate is highlighting a General Motors dealer in Ohio forced to close in 2009. The ad blames the Obama administration for dealership closures across Ohio.

The spot is being released Wednesday, the same day Obama campaigns in Ohio.

The auto bailout was enacted by President George W. Bush in 2008 and continued under the Obama administration. Romney previously argued that the nation's auto companies should be left to go through bankruptcy without government assistance.

General Motors posted record profits last year.

The Romney campaign is also attacking Obama's comments about business creation on more than a dozen billboards in Orlando, Fla., where the president is set to campaign Thursday.

O.C. company adds office, 300 jobs in Florida

Owner Randy Harmat made clear in a phone interview that he's not moving his company, which provides telephone customer service for other companies, and is not leaving California.

"We're at capacity in Santa Ana," he said. "We have customers across the country, and we play the time zone changes to our advantage. When our East Coast customers open at 6 a.m., it's 3 a.m. in Santa Ana...We need an East Coast office."

Ansafone is not a telemarketing firm but a phone answering service for large retailers, financial services and health care companies, Harmat stressed.

Ocala, northwest of Orlando in the center of the state, lost 1,200 jobs in one day when Taylor Bean we're partnering with the county and city," he said. "California is my home...but Ocala made me feel important. Three hundred jobs to a community that lost so many are important."

Other than being located in an enterprise zone, which has some tax breaks, Ansafone has not received any cash or incentives from Santa Ana or California, he said.

"It had 25 employees when I bought it," he said. Ansafone now has approximately 180 employees (200 during the during the Christmas season) at an 18,000-square-foot building at Main Street and MacArthur Boulevard.

The company used to have a Kansas City office but closed it, he said.

The Wikipad will also ship with at least 16GB of internal storage, though the amount of local storage hasn?t been finalized as of yet. However, according to Fraser Townley, President of Sales at Wikipad, ?we will not go down, we will only go up.? 16GB is the standard amount of storage for tablets today.

The battery is 23.46Wh, capable of six hours of continuous gaming and eight hours of video playback.

Instead of tapered edges, the Wikipad will have flat sides similar to the iPhone 4/4S. The rear panel will also have an elevated plastic lip designed for a better grip in any holding arrangement. This also enables the speakers on the back of the tablet to bounce off of any flat surface and deliver strong acoustics.

Every Wikipad will ship with Android 4.1 (Jelly Bean) and the controller add-on. The controller, which connects to the Wikipad from the bottom with a proprietary connector, is designed similar to the Xbox 360 controller, though according to the company there is little relation to Microsoft?s nearly seven-year-old design. The controller features two sets of triggers, bumpers, and analog sticks, as well as four face buttons, start, and select. Taiwan University sues Apple over speech recognition patents | AAJ ...

According to reports, Taiwan University has filed a patent infringement suit against Apple Inc in a U.S. court over the iPhone maker?s Siri speech recognition system, which lets users place calls or perform other tasks with voice commands, and is seeking undisclosed damages.

Earlier this month, Apple paid $60 million to Preview Technology (Shenzhen) to end a protracted legal dispute over the iPad trademark in China.

Taiwan?s National Cheng Kung University said on Monday it had launched a suit alleging that Apple?s use of Siri in its iPhone and future versions of its iPad infringes two U.S. patents it was granted in 2007 and 2010 that relate to voice-to-text technology.

The suit was filed in the United States District Court for the Eastern District of Texas, Marshall Division, on Friday, it said.

?We filed that lawsuit in the Texas court because it processes faster and its rulings are usually in favor of patent owners and the compensations are usually higher,? said Yama Chen, legal manager of National Cheng Kung, in the southern Taiwan city of Tainan.

He declined to disclose the amount of compensation the university was seeking but said any calculation would be based on Apple?s U.S. sales of devices that use Siri.

An Apple representative in Asia could not immediately be reached for comment.

Chen said the university was also examining whether smart-phone voice recognition systems used by Google Inc and Microsoft Corp have infringed its patents.

Two small Chinese companies have filed suits against Apple in China, with Jiangsu Xuebao charging trademark violations for the use of Snow Leopard as the name of its computer operating system and Zhi Zhen Internet Technology targeting the voice assistant functions used in Siri, Chinese media reports said in early July.

The final piece in Christopher Nolan's Batman trilogy has now grossed more than $289 million in its first 10 days in theaters. It dropped 60 percent from its opening weekend of $160.9 million.

"It's made almost $300 million in North America and its mid-week (attendance) is very strong. It made $19 million last Monday."

In second place this weekend was the animated family film "Ice Age: Continental Drift," which is still going strong in its third week. It made $13.3 million for a domestic total of nearly $114.9 million. The fourth movie in the 20th Century Fox franchise features the voices of Ray Romano, Denis Leary and Queen Latifah.

Both of the new movies in wide release opened weakly. The 20th Century Fox comedy "The Watch" came in third place with $13 million. Big-name comic actors Ben Stiller, Vince Vaughn and Jonah Hill play a group of guys who come together to form a neighborhood watch; despite the star power, the film was panned critically, receiving only 14 percent positive reviews on the Rotten Tomatoes website.

And "Step Up Revolution" ? the fourth film in the dance franchise, which is set in Miami this time ? opened at No. 4 with $11.8 million. Richie Fay, Lionsgate's president of domestic distribution, said the number was a little disappointing because the studio expected it to end up in the mid-teens. As for new movies in limited release, Fox Searchlight's "Ruby Sparks" grossed $151,881 in 13 theaters for a strong per-screen average of $11,683. Since its opening Wednesday, it's made $191,717. The romantic comedy from the directors of "Little Miss Sunshine" stars Paul Dano as a novelist with writer's block who creates his dream girl, played by Zoe Kazan, who also wrote the script.

And LD Entertainment's "Killer Joe," the NC-17-rated crime thriller from director William Friedkin, made $37,864 at three theaters in Manhattan for a $12,621 per-screen average. In his darkest performance yet, Matthew McConaughey plays a Dallas police detective with a side gig as a hit man. Emile Hirsch, Thomas Haden Church, Gina Gershon and Juno Temple co-star as the lowlifes who play crucial roles in this twisted plot.

Negotiators at the United Nations are working to put final touches on a treaty cracking down on the global, $60 billion business of illicit trading in small arms, a move aimed at curbing violence in some of the most troubled corners of the world. In the United States, gun activists denounce it as an end run around their constitutional right to bear arms.

"Without apology, the NRA wants no part of any treaty that infringes on the precious right of lawful Americans to keep and bear arms," National Rifle Association Executive Vice President Wayne LaPierre told the U.N. this month. "Any treaty that includes civilian firearms ownership in its scope will be met with the NRA's greatest force of opposition."

And treaty opponent John Bolton, who was President George W. Bush's ambassador to the U.N., wrote that gun-control advocates "hope to use restrictions on international gun sales to control gun sales at home."

But what both ignore is a well-enshrined legal principle that says no treaty can override the Constitution or U.S. laws.

In fact, a first draft of the treaty circulated in New York this week has been criticized by arms-control activists for containing too many loopholes. For instance, it doesn't include a proposed ban on ammunition trade. Gun activists are standing firm in near-blanket opposition to such a ban, as last Friday's deadly Aurora, Colo., theater shooting rampage heightens interest in the deliberations and raises the stakes.

While the treaty controversy is simmering in Congress and on the Internet, it hasn't yet become a burning issue in the presidential race.

President Barack Obama supports the treaty effort but hasn't talked about it on the campaign trail. Presumptive Republican nominee Mitt Romney hasn't specifically addressed the treaty but broadly opposes what he sees as overreach by the U.N. on many fronts.

"I'm willing to talk there. I'm not willing to give the United Nations sovereignty in any way or form" over U.S. citizens or law, Romney said at a July 18 town hall in Bowling Green, Ohio.

Romney and Obama did spar long-distance over the narrower issue of U.S. gun control laws this week, with Obama suggesting stiffer regulations in a speech Wednesday night to the National Urban League and Romney arguing in an NBC interview from London, where he is traveling, that America does not need new gun laws.

The Constitution's Second Amendment offers broad protection for weapons ownership by civilians. As recently as 2008, the Supreme Court affirmed this when it struck down a ban on handguns in the District of Columbia, ruling that individuals have a constitutional right to keep guns for self-defense and other purposes. Period.

The court also has ruled separately that treaty obligations may not infringe on individual constitutional protections and rights within U.S. borders. This goes back at least to a 1920 ruling that a migratory bird treaty with Canada, which prohibited the hunting or capturing of certain birds, was an unconstitutional interference with states' rights under the 10th Amendment.

Treaties are government-to-government agreements and do not subject citizens of one nation to laws of another or to those of an outside body.

Also, the U.N. resolution that authorized drafting of the small arms treaty recognizes the clear-cut right of nations "to regulate internal transfers of arms" and says nothing in the treaty that emerges will affect "constitutional protections on private ownership" of firearms.

Beyond that, there are many court rulings spelling out the limits of treaties. And if an act of Congress is inconsistent with a treaty obligation, the law passed by Congress prevails. Legal scholars say this has been well-established, including a long history of cases involving Indian treaties. Various international treaties with Indian tribes were abrogated by Congress ? and courts ruled in favor of Congress, much to the displeasure of the tribes.

A proposed treaty to regulate exports and imports of small weapons has been on the U.N. agenda since 2006, and Bush ordered a U.S. veto of that move.

Obama got the process rolling again in 2010. So far, 152 nations have participated in the drafting and Secretary of State Hillary Rodham Clinton has pledged to push for Senate ratification once there is a final document.

But it may be an empty gesture.

Treaties must be ratified by two-thirds of the 100-member Senate, or 67 votes. And with pressure mounting from the gun lobby, led by the politically powerful NRA, a bipartisan letter opposing such a treaty already gained the signatures of well over 50 senators.

Even so, mushrooming fears have spread on the Internet and on social networks lately, with some pro-gun activists even suggesting the Obama administration was capitalizing on the Colorado killings to advance its case for gun control and others portraying it as a darker plot by the U.N. to expand its reach.

The controversy feeds into suggestions by many conservatives that Obama ultimately hopes to ban possession of firearms, even though he has stood up for protecting Second Amendment rights.

Some gun-rights advocates acknowledge that a treaty by itself wouldn't likely undercut these Second Amendment guarantees.

"But there are all kinds of ways that international law insinuates itself into U.S. law even when there's not a formal ratification," said David Kopel, research director for the conservative Independence Institute, based in Golden, Colo.

For instance, he suggests a treaty could affect the shipment of certain gun parts to U.S. manufacturers, even if the United States does not sign the treaty.

But Gabor Rona, international legal director of Human Rights First, said, "The circle created by the treaty and the circle created by the Second Amendment simply don't intersect at all."

"There is no doubt that the Constitution is superior to any international treaties," said Rona, who also teaches international law at Columbia University.

Using a powerful new genetic tool that traces the number of divisions a cell has undergone with age (its 'depth') Shapiro and colleagues counted the number of times progenitor germ cells divided before becoming oocytes; their study was published in PLoS Genetics in February this year.

If traditional thinking held true, all divisions would have occurred prior to birth, and thus all oocytes would exhibit the same depth regardless of age. However, the opposite was found ? eggs showed a progressive increase in depth as the female mice grew older.

In their assessment of the work by Shapiro and colleagues ? published recently in a PLoS Genetics Perspective article ? reproductive biologists Dori Woods, Evelyn Telfer and Jonathan Tilly conclude that the most plausible explanation for these findings is that progenitor germ cells in ovaries continue to divide throughout reproductive life, resulting in production of new oocytes with greater depth as animals age.

Although these investigations were performed in mice, there is emerging evidence that oogonial stem cells are also present in the ovaries of reproductive-age women, and these cells possess the capacity, like their mouse counterparts, to generate new oocytes under certain experimental conditions. While more work is needed to settle the debate over the significance of oocyte renewal in adult mammals, Woods and colleagues emphasize that "the recent work of Shapiro and colleagues is one of the first reports to offer experimental data consistent with a role for postnatal oocyte renewal in contributing to the reserve of ovarian follicles available for use in adult females as they age."
